Lancaster Uniersity are seeking a quantitative researcher with an interest in family/ criminal law/evaluation to join a trail-blazing project funded by the ESRC investigating the link between family drug and alcohol courts, ordinary care proceedings and crime. The post is available for 18 months (from April 2023 to September 2024). The successful candidate will be based in the Law School at Lancaster University but work closely with a team comprising a data scientist, quantitative criminal researcher and family and criminal policy experts. The University of Central Lancashire and the Centre for Justice Innovation are partners to the project. You will be employed by Lancaster University Law School. The post-holder can work remotely from home within the UK (appropriate equipment will be provided) but must be willing to travel to Lancaster and research sites as well.

The University of Bath are seeking a highly motivated and high performing researcher to join the project team within the thriving Tobacco Control Research Group (TCRG).

About the role

The role will be varied and in addition to developing original research the appointee will play a role in developing and implementing systems for better managing and coordinating research across the group. This will include tasks such as tracking the research team's progress on specific projects and supporting the running of regular research team meetings.

You, alongside others in TCRG, will also be expected to: 

              Contribute occasionally to quick turnaround, high impact, research pieces (including contributions to our website www.TobaccoTactics.org) focussing on related 'hot topics' as they arise;

              Assist with specialist training in tobacco industry monitoring and research including a week-long in person CPD course and online training;

              Supervise students working on placements within the research team and to the supervision of PhD students as appropriate.

This role is offered on a full time (36.5 hours per week) permanent basis.

Scottish Drugs Forum (SDF) is Scotland’s national resource of expertise on drugs and related issues. We seek to lead and represent the drugs field in Scotland to improve Scotland’s response to problem drug use. This is an exciting opportunity to work as part of a busy, dynamic, and supportive team within a national third sector organisation.

This post will work to ensure that people with lived and living experience of drug and alcohol problems are sufficiently represented in drug and alcohol service delivery through co-ordination of all aspects of a work-based training programme for Trainees.

This involves liaising with a range of delivery partners such as placement providers, employability partners, education providers, and workplace literacy partners, while providing direct support and line management to a group of trainee participants. The role will also support the growth and development of this multi-award-winning traineeship programme.

Alcohol consumption has an established association with breast cancer (BCa), but awareness of this link is low. This project will extend our previous work on the topic and identify intervention content (information and other behaviour change techniques) that will increase knowledge about alcohol and BCa risk and support women to reduce their alcohol consumption. The project uses the Behaviour Change Wheel and COM-B (capability, opportunity and motivation) model and so experience of these frameworks would be highly desirable. The candidate will be responsible for liaising with a public advisory group with lived experience, running a three round Delphi study, data analysis and dissemination.

 

The successful candidate must have a good undergraduate degree (or equivalent) in psychology or related discipline, and have a post-graduate qualification (or be nearing completion). Substantial experience of undertaking independent research using quantitative and qualitative research methods is required.

The Centre for Alcohol Policy Research (CAPR) where the position will be based, is an innovative, world-class, multidisciplinary research facility at the forefront of informed alcohol policy development, led by Professor Emmanuel Kuntsche. The Centre, which receives funding from competitive grants and La Trobe University, examines alcohol consumption and-related harms and the effectiveness of alcohol-related policies.

About the position

The successful candidate will work under the supervision of Professor Emmanuel Kuntsche and Dr Benjamin Riordan on a range of Australian Research Council (ARC), VicHealth, and other various CAPR projects and project-related tasks. Working with leading Australian researchers in the field, they will undertake work in respect to research and communication of various aspects of the Centre dealing with alcohol consumption and related harm in Australia

Skills and Experience

To be considered for this position, you will have;

•Training (Honours or PhD) in Psychology, Criminology, Public Health, or related discipline

•A record of peer-reviewed publications, conference papers and/or reports, or professional or technical contributions which provide evidence of strong research potential.

•Experience in the preparation of research proposal submissions to external funding bodies and evidence of success in securing research funding.

•Evidence of experience in research, particularly in quantitative data collection and analysis, and the ability to work effectively under limited supervision or independently.

•Sound analytical skills with an ability to communicate complex information clearly both orally and in writing

OBJECTIVE OF THE OFFICE/DEPARTMENT

This requisition is for employment at the Pan American Health Organization (PAHO)/Regional Office of the World Health Organization (WHO)

The Noncommunicable Diseases and Mental Health (NMH) Department promotes, coordinates, and implements technical cooperation activities, directed to the prevention and control of noncommunicable diseases, mental, neurological and substance abuse disorders, related risk factors and disabilities that are evidence-based and appropriate for the political and sociocultural context in which they are implemented.  It raises political and public awareness and understanding of the burden of the most common noncommunicable diseases (NCDs) and mental disorders, related risk factors and conditions and leads multi-sector and multi-stakeholder strategic and collaborative efforts aimed at strengthening Member States' capacity to promote and protect health through public policies, programs, and services. This will reduce risks and disease burden and contribute to improving the physical, mental, and social well-being of the population.

DESCRIPTION OF DUTIES

Under the general supervision of the Director, Noncommunicable Diseases and Mental Health (NMH), and the direct supervision of Unit Chief, Mental Health and Substance Use (NMH/MH), the incumbent is responsible for, but not necessarily limited to, the following assigned duties:

  1. Provide technical and strategic advice and programmatic direction to Member States for the development of projects and activities, at the highest level of expertise, in the field of prevention and control of alcohol and psychoactive substances;
  2. Represent the Organization at the different levels in the Region in the development of projects and norms in prevention and treatment of alcohol and drug use disorders;
  3. Cooperate with Member States in the definition and implementation of policies, plans and programs for the prevention, treatment and rehabilitation of alcohol and psychoactive drug related problems;
  4. Develop appropriate systems for the management of information concerning alcohol and psychoactive drug problems, and integrating this information into existing health surveillance information systems;
  5. Design and carry out epidemiological and operational studies on prevention, control and treatment of alcohol and psychoactive drugs problems, in cooperation with national authorities;
  6. Promote inter-country cooperation in the fields of program development and training, and education on alcohol and drug dependence through the identification of centers of excellence and the organization of a network of such centers oriented toward collaborative work;
  7. Promote the financing of regional and country projects and assist the governments in the identification of projects, preparation of proposals, and conduct of evaluative activities of said projects;
  8. Prepare and write proposals to mobilize international and national resources and voluntary contributions in support of regional and national programs;
  9. Administer programs on promotion, prevention, treatment and rehabilitation of alcohol and psychoactive drug problems  in which the Organization has been designated executing agency;
  10. Coordinate the activities related to communication, health promotion and health education implemented with partners and advance the use of state-of-the-art technology to achieve expected goals;
  11. Organize and participate in seminars and meetings on alcohol and psychoactive drugs in order to analyze specific problems and facilitate the exchange of scientific information on these subjects;
  12. Cooperate in the establishment and development of coordinating mechanisms among Ministries of Health, Education, Interior and Social Security to promote the effective utilization of resources in the field;
  13. Cooperate with countries in the promotion, design, and organization of education and training programs in the area of alcohol and psychoactive drugs including collaboration with Universities, Ministries of Health and Social Security; advising the countries in the establishment of continuing education programs and the introduction of this topic in the curricula and work plan of health care workers;
  14. Coordinate with WHO Collaborating Centers, UNDC, CICAD, NGO’s, national and international agencies in the development of activities promoting prevention and control of alcohol and psychoactive drugs;
  15. Collaborate in the planning and implementation of MH strategies in the context of national and international policies and programs for equitable health development;
  16. Contribute to strengthening program linkages and cross-area program activities and projects;
  17. When called upon to directly supervise staff, establish clear work objectives, conduct timely and effective performance appraisals, provide coaching and feedback, and support staff development opportunities;
  18. Supervise staff under his/her supervision.

REQUIRED QUALIFICATIONS

Education:

Essential: A university degree in a health-related profession with a specialization in psychiatry or mental health or alcohol and psychoactive drugs policy and a master’s degree in mental health, public health, alcohol and psychoactive drugs policy or field related to the functions of the post, from a recognized institution.

Desirable: A doctoral degree would be an asset.

Experience:

Essential: Nine years of combined national and international experience in the planning, management and implementation of alcohol and psychoactive drugs policies, services and programs. Experience should include alcohol and psychoactive drugs policy formulation and implementation, restructuring of services and health management with a particular focus on alcohol and psychoactive drugs.

Languages:

Duties Summary

Exempt, Non-Civil Service, Full-Time, Temporary Appointment. The primary purpose of this position is to implement and lead the one and half year, federally funded grant project focused on the implementation of evidence-based interventions to inform how data-driven decision making is embedded into practice. This position is responsible for program leadership, program development, and implementation, and managing the day-to-day operations of this Project including leading evaluation efforts in strategic planning and needs assessments, and Project budget, etc. It serves as the primary communication link between Substance Abuse and Mental Health Services Administration (SAMHSA) officials and Hawaii program staff and preparing reports for SAMHSA.

Minimum Qualification Requirements

EDUCATION: Graduation from an accredited four (4) year college or university with a bachelor's degree in a mental health related field. Masters' degree in a mental health or social-service field preferred.

EXPERIENCE: Demonstrated experience managing a program for a minimum of four (4) years, preferably focused on children and/or adults' mental health. Previous work experience with youth in the mental health, juvenile justice, and/or the child welfare system, and/or managerial level experience within a Hawaii state agency or healthcare organisation, preferred. Demonstrated success in managing program budgets. Experience managing federal grant programs a plus.

DESCRIPTION OF WORK

This position is responsible for collecting, organising, analysing and presenting data for planning, developing, and monitoring of public and private programs and initiatives associated with substance related and addiction disorders. You will serve as the project manager, as required for Federally Funded Grant Programs, which includes oversight, management and monitoring of all aspects of the contracted program, to include fiscal and programmatic components; as well as developing contract language, work statements and reports, conducting meetings and visiting project sites. You will participate in the implementation and review of Funding Initiative Announcements to address statewide substance use epidemics. This includes the development of tools for assessing the applicant’s ability to respond to the crisis. The position monitors grants awarded to include use of program evaluation tools and metrics.

QUALIFICATIONS
Minimum Experience and Training Requirements:

  • Two years of professional experience in social service or human development programs including one year of program planning, developing, and monitoring experience of the same; and a bachelor's degree; or
  • Any equivalent combination of experience and training.

Job Summary:

The Medical Director is a key management position at the agency and is a member of the Leadership Team. The Medical Director is responsible for the oversight of medical services provided by CCOSU’s OASAS licensed treatment programs, including residential, outpatient and community-based services in Orange, Sullivan, and Ulster Counties. The Medical Director works collaboratively with agency leadership to foster and promote a multidisciplinary team approach in the provision of substance use disorder service delivery. The scope of responsibility includes managing the overall health care services and contracted independent providers; the provision of direct care delivery to patients; consultation with program directors and their teams; participation in collaborative projects with community partners; administrative functions; and assisting CCOSU in the program development and staff training for a variety of holistic treatment approaches that complement substance use disorder counselling and treatment.

Experience Required

Education and/or experience: • 1 year of education, training, and/or experience in substance use disorder services. • 1-3 years’ experience with Medication Assisted Treatment. Skills, licenses, and/or competencies: • Must be a licensed physician and currently registered as such by the NYS Education Department. • Must be registered as a NYS Medicaid Provider. • Active federal DATA 2000 waiver (buprenorphine certified) preferred or must obtain such waiver within six months of employment. • Must hold a subspecialty board certification in addiction psychiatry from one of the following: o The American Board of Medical Specialties, an addiction certification from the American Society of Addiction Medicine, a certification by the American Board of Addiction Medicine (ABAM), or o Hold a subspecialty board certification in Addiction Medicine from the American Osteopathic Association. o Physicians may be hired as probationary medical directors if not so certified but must obtain certification within four years of being hired. • Must have valid Driver’s License and reliable transportation. • Proficient with all Microsoft Office functions and client database systems. • Strong methodical, written, and oral communication skills, interpersonal skills, and judgment, and a demonstrated capability for working cooperatively in a team environment.

NIDA INVEST Postdoctoral Research Fellowship

The NIDA International Program is accepting applications from international postdoctoral researchers for the INVEST Drug Use and Addiction Research Fellowship. This fellowship combines postdoctoral research training in the United States with professional development activities and grant writing guidance to form a unique program for drug use and addiction scientists.

Fellowship: The 12-month fellowship provides:

  • Rigorous postdoctoral research training with a NIDA grantee at a U.S. institution.
  • Professional development activities that help establish personal relationships with NIDA grantees and NIDA officials.
  • A stipend for living and personal expenses, and an allowance to cover the cost of health insurance and professional development activities

The University of Bath are seeking a highly motivated researcher to join the Bloomberg Philanthropies funded STOP project to work on the subject of Tobacco Taxation in the European Union. The researcher will be based in the School of Management but will be a part of (and work closely with other members of) the world-renowned Tobacco Control Research Group (TCRG).

You will work closely with Dr Rob Branston and a network of international external researchers (including Prof Ángel López Nicolás and Prof Hana Ross) to provide crucial research on tobacco taxation and its impact in order to help inform related policy across Europe.

Key areas of work will likely include:

  • Country-level modelling of the impact of (proposed) tax changes
  • Assessment of EU tobacco tax directive proposals.
  • Supporting individual EU member states in assessing the impact of the proposed changes to the EU tobacco tax directive.
  • Monitoring and exploring industry pricing strategies regarding tobacco and related products.
  • Generating and disseminating policy relevant research outputs for a diverse set of audiences.

The research produced will be highly applied and hence the research will need to be applied to practice. This could include, for example, the development of resources that can be utilised by stakeholders to campaign for tax changes and to counter tobacco industry policy interference.

The Institute of Alcohol Studies (IAS) is an independent institute based in the UK that brings together evidence, policy and practice to promote an informed debate on alcohol’s impact on society. Their purpose is to advance the use of the best available evidence in public policy decisions on alcohol.

The purpose of this role is to support the delivery of the IAS research strategy and advance IAS’ work to reduce alcohol harm. This will include producing research reports and articles, ensuring these are effectively disseminated to external audiences. The post holder will require a high standard of quantitative and/or qualitative research skills, the ability to design and deliver policy-relevant research, and strong verbal and written communication skills.

The core duties for the post holder will include:

  • Contribute to IAS’ in-house research using a range of quantitative and/or qualitative research methods, taking ownership of individual projects
  • Produce high-quality briefings, reports, and contribute to peer-reviewed journal articles
  • Interpret research findings and make recommendations relevant to topical public policy decisions on alcohol

Short-term consultant for NGO guide to INCB country visits

The Vienna NGO Committee on Drugs (VNGOC) is looking for a short-term consultant to write an NGO guide to country visits conducted by the International Narcotics Control Board (INCB)

Background:

INCB regularly conducts country visits to review the drug control situation in respective countries and to monitor the implementation of the international drug control conventions. On the occasion of such missions, the Board often meets with some national-level NGOs as well. To support this engagement, the VNGOC is planning to publish a best practice guide for NGOs around the world.  

Scope:

VNGOC is seeking a consultant to undertake and deliver the following throughout the duration of the project:  

• Conduct research on past country visits (estimated 2-4 country examples, based on inputs from VNGOC and its members) 

• Interview NGOs that previously engaged with INCB on the occasion of such country visits 

• Produce a draft guide for review (estimated 6-8 pages in English) 

• Revise and finalize the guide based on inputs from VNGOC and the INCB 

Required knowledge, skills, and competencies:

The consultant should have demonstrated relevant knowledge of the international drug control scheme and its bodies, as well as excellent research, analytical and writing skills in English. Other languages are a bonus, as is a proven ability to write in an accessible way. 

At the contracting stage, VNGOC will require evidence of self-employment, such as a certificate or similar document certifying the consultant pays their own social charges.  

Timeframe and Renumeration:

VNGOC estimates that this project will require 10 working days. All work must be completed by 30th April 2023, with the initial draft submitted by 10th March 2023.  

The guideline fee for this work is EUR 1,000 to 2,000, and offers that include discounted, charitable rates or pro bono elements are particularly welcomed.
