Responsibilities

Within delegated authority, the Programme Coordinator will act as the Head of the UNODC Programme Office in Mozambique and will be responsible for the following specific duties: 

• Represent UNODC’s position and interests in Mozambique and promote solid partnerships with Government’s institutions, civil society, regional and international aid agencies and financial institutions, parliamentarians and the media as agreed with the Government under the Maputo Road Map for UNODC’s engagement in the country.

• In coordination with the Regional Office for Southern Africa (ROSAF) and within the framework of the Maputo Roadmap and the Regional Programme for Southern Africa, define programme objectives and manage the development, funding and implementation of UNODC technical assistance and provision of policy advice in Mozambique.

• Represent UNODC within the UN Country Team and other relevant fora in Mozambique and build effective partnerships with UN entities, including joint programmes, ensuring that UNODC’s mandates are fully reflected in the wider programme of work and UN initiatives in the country. 

• Build effective relationship with the Resident Coordinator in Mozambique and other senior UN managers in the country.

• Ensure effective monitoring and collection of data on programme implementation, and contribute to national, regional and global efforts to show UNODC’s contribution to wider UN efforts and the Sustainable Development Goals.

• Act as focal point and monitor drug control, criminal justice, anti-corruption and terrorism prevention related information in the country and contribute, when needed, to internal and external reports and briefings on trends and developments.

• Identify areas for programme growth in Mozambique and develop and implement initiatives to broaden UNODC’s strategic engagement in the country.

• Develop and implement a resource mobilization strategy and build partnerships aimed at broadening the donor base, and promoting long-term involvement and financial, in-kind support and resources by national, regional and international public and private sector donors to support UNODC’s work in Mozambique. 

• Promote a better understanding of the importance of drug control and crime prevention related matters, encourage increased priority attention to all aspects of drug control and crime prevention, and advocate the inclusion of these issues in government planning documents as well as in relevant programmes of other bilateral, multilateral and non-governmental organizations.

• Lead UNODC advocacy and awareness raising efforts in Mozambique and contribute to such efforts at the regional and global level.

• In accordance with established policies and delegated authority manage the financial and human resources assigned to the Programme Office, ensuring appropriate coverage, guidance and supervision of staff and efficient and effective use of such resources.

• Ensure timely implementation and monitor the activities of the project related to the Implementation of the "Maputo Roadmap" of UNODC engagement in Mozambique.

• Ensure and manage planning, programme management and coordination associated with the implementation of the Maputo Roadmap and any programme component as per the UNODC Regional Programme for Southern Africa, including oversight and supervision of the daily activities associated with the implementation of component activities in accordance with UNODC project management policies and guidelines. 

• Prepare terms of reference for project/programme staff and consultants; recruit, train and coordinate the work of local support staff; identify consultancy needs, develop terms of reference for the proposed consultancies and participate in the identification, selection and recruitment process.

• Manage implementation of corporate measures taken as a means to adapt to various streams of UN reform, taking into account local and regional adaption measures by other UN system entities.

• Ensure full substantive and operational coordination and coherence with UNODC operations in the Southern Africa region and support the Regional Representative in promoting and contributing to regional UN partnerships and initiatives.

• Perform other work-related duties as required.

PhD Studentship - Developing and Evaluating an e-Cigarette Cessation Intervention

Background:  E-cigarettes are effective for helping people to stop smoking tobacco and consequently UK public health guidance promotes their use for tobacco cessation. However, we do not yet know how to support people to stop using e-cigarettes and a substantial minority of people who stop using tobacco by using e-cigarettes continue to use e-cigarettes long term. Some evidence indicates that long term use of e-cigarettes may increase users’ risk of relapsing back to tobacco, compared to people who do not use e-cigarettes long term, but this is not yet clear. Studies have also shown that most ex-smokers who use e-cigarettes would like to stop.

Research methodology: Project aims are: (1) review the literature to identify the risk of relapse back to tobacco among ex-smokers who use e-cigarettes long term and identify predictors of relapse; (2) investigate user experiences of long-term vaping, including relapse back to tobacco and attempts to stop using e-cigarettes, and explore e-cigarette cessation support preferences; (3) develop an e-cigarette cessation intervention, potentially via smartphone-based behavioural support, and evaluate its feasibility and acceptability in a mixed methods evaluation study. The project would provide the opportunity to undertake a systematic review and meta-analysis, a qualitative interview study, develop a behaviour change intervention and undertake a mixed methods evaluation study.

Training: Evidence synthesis, qualitative methods and analysis, mixed methods, statistical analysis including meta-analysis, intervention development and evaluation, writing for publication, thesis preparation, dissemination, and personal and professional development.

Person specification: The University of East Anglia are seeking a student with a good first degree (at least 2:1) and preferably a Masters in a related topic area (e.g., health psychology, public health, social science, research methods) or equivalent research experience. The student will have an interest in behaviour change, relevant research methods and data analysis, and will be committed and self-directed

PhD Studentships: Harm Reduction Approaches to Improve Health Outcomes for Severely Disadvantaged Groups

Groups in society who suffer the most severe social and economic disadvantage, such as those experiencing unstable housing, food insecurity and migrant populations, are likely to have the worst health outcomes.

This PhD will scope the available research evidence and UK service provision to determine harm reduction approaches targeted at the most vulnerable groups in our society and identify sub-populations in need of further support and intervention.

A qualitative study will work with PPi informants and utilise purposive targeted sampling to explore the needs, issues, concerns and aspirations of a defined sub-population. This will seek to understand lived experience and health outcomes from an insider perspective, and what, how and why different approaches could support positive health behaviour change.

The project will culminate with the development of a grounded or theory based intervention approach. There is considerable scope to shape and develop the project, particularly the focus of the targeted sub-population and the qualitative methodological component.

As part of the Alcohol and Drug Service (ADS) widely, the Clinical Nurse Consultant will provide mentorship, education and leadership both within the ADS and to targeted clinicians in other local health districts as part of the ADS Telehealth partnerships.

AdCare Educational Institute of Maine, Inc. is seeking to hire a highly-motivated individual into a new Prevention Fellowship Program being implemented through its New England Prevention Technology Transfer Center (PTTC) program.  This one year fellowship, funded by SAMHSA, is part of a national fellowship program working to train and sustain a well-trained and knowledgeable cadre of prevention professionals who understand and exemplify the principles and best practices of substance use prevention.

The New England PTTC’s Building Our Leadership and Diversity (BOLD) Prevention Fellowship Program is focused on increasing the number of prevention professionals working within Black/African American communities and building their capacity to identify and chronicle programs, practices, and policies proven effective in reducing substance misuse risk factors and consequences and promoting mental health and protective factors or assets in Black/African American communities.

This is a paid full-time, one-year fellowship that will be placed with Rhode Island’s Department of Behavioral Healthcare, Developmental Disabilities & Hospitals (BHDDH), located in Cranston, Rhode Island. Fellows will work on projects as assigned by their placement site but will also have a portion of their time dedicated to learning and capacity development activities coordinated by the Prevention Technology Transfer Center (PTTC) network.  The BOLD Fellow will receive mentorship from prevention staff at their placement site as well as through AdCare’s PTTC program staff.

Duties and tasks include:

  • Assist with planning and development of a Rhode Island Teen Institute
  • Assist with changes and updates to Rhode Island’s IMPACT prevention data collection system
  • Assist with the review and approval of regional prevention strategic plans
  • Assist with the development of media projects

In this project, under the supervision of the Joint Principal Investigators (Prof Penny Cook and Prof Raja Mukherjee) and co-Investigators (Dr Clare Allely and Dr Alan Price), you will carry out the feasibility study to gather sufficient information to design a robust randomised controlled trial (RCT) of the SPECIFIC parenting programme, demonstrate whether it is feasible to deliver the RCT and establish whether there is sufficient evidence to warrant an application to fund a definitive study. You will be expected to develop the application for funding for the definitive study.


University of Salford's connection to industry is stronger than ever, particularly in terms of our real-world research. The University of Salford is the leading UK university in research on Fetal Alcohol Spectrum Disorder (FASD). FASD is caused by alcohol consumption in pregnancy, and is characterised by difficulties with motor coordination, speech and language, academic achievement, memory, attention, impulse control, hyperactivity, emotion regulation, adaptive functioning and social communication. The team at the University of Salford have designed ‘SPECIFIC’: an intervention for parents and carers of children newly diagnosed with FASD, using funding from the Medical Research Council. We now seek an experienced post doctoral research fellow to develop the next phase of this exciting research programme: a feasibility trial of SPECIFIC, funded by the National Institute for Health Research (Research for Patient Benefit) scheme, in partnership with the leading charity and the National FASD Clinic.

  • License/Certifications: Must be a Certified Prevention Specialist and/or be willing to apply for Provisional Prevention Specialist credentials. A valid driver’s license and motor vehicle insurance are required.
  • Experience: Two (2) years’ experience in community or health education program planning, development, implementation, and evaluation required. Directly related work experience may be substituted for education on a year-to-year basis.
  • Excellent communication skills, both verbal and written and strong organisational and time management skills are essential.
  • Ability to professionally interface with physicians, community partners, hospital administration, and town/state officials.

Project Overview

The substance use prevention and treatment initiative works to develop and support policies that address the opioid epidemic. The project does this by providing direct technical assistance to states on how to improve access to evidence-based, high-quality treatment for people with substance use disorders and implement other strategies to reduce the number of overdose deaths. Additionally, the project highlights and disseminates innovative community-based strategies to address the opioid epidemic. Finally, the project conducts advocacy in Washington, DC, to achieve its programmatic objectives.

To inform this work, the project conducts and publishes research and other information on evidence-based and emerging practices and maintains relationships with external experts and other stakeholders. The team comes from a wide variety of professional backgrounds with policy, advocacy, and research experience.

Position Overview

The officer, collaborating with project leadership and colleagues across the organisation, independently conducts research and analyses to support the project’s goals. Reporting to the senior manager, policy research and analysis, the officer provides issue area expertise on priority topics in the substance use field, leads development of publications and resources for policymakers, and plans stakeholder events designed to achieve projects goals.

Located in Pew's Washington, DC or Philadelphia office, this position is eligible for up to 60% telework.

 

Requirements

  • Bachelor’s degree or equivalent experience.

We are looking for a motivated individual to join our team full-time (40 hrs/wk) as a research assistant for an NIH funded study. The research assistant will be part of a team working on a randomised control trial comparing intervention strategies for and gathering information on pain and depression in patients receiving buprenorphine. As a part of the research team, the research assistant will assist with recruitment, enrolment, and retention activities; conduct data collection; perform data entry, management, and reporting; assist with miscellaneous administrative tasks related to daily study operations (i.e., basic operational support); and coordinate and participate in weekly team meetings and ongoing trainings. Substance Abuse Specialist that possesses knowledge and is able to apply substance use/abuse treatment to a diverse population and has the capacity and knowledge to work with a treatment group that present a variety of addictions and addiction related behaviours.

In this dynamic and rewarding role, there is an emphasis on creating interventions that are strength-based and focused on promoting recovery, symptom reduction, increased coping skills, and achievement of the highest level of functioning for the client in the community.

 

Job Responsibilities:

  • Provides individual sessions to explore overall goals, treatment plan, and measurement of goal completion, assess further needs of individuals for successful recovery and program completion.
  • Conducts utilisation reviews based on assessment information, treatment progress, and established guidelines, to determine eligibility for services, continuation of services, and discharge for services, complete service authorisation requests, and maintain current authorisation for service provision.
  • Utilises assessment recommendations and input from client, family, and other involved natural and professional supports, develop person-centred treatment plans, and provide on-going monitoring and revision of treatment plans as indicated.
  • Provides preventive and therapeutic interventions in individual, family, and group counselling sessions including skills building , supportive counselling, and case coordination to help clients develop needed skills and support on-going treatment gains in regard to managing substance abuse and mental health symptoms and adapting to home, school and other environments
  • Consults with psychiatrist or other medical personnel regarding reporting behavioural observations and concerns, and improvement or concerns related to any prescribed medications.
  • Documents treatment interventions, community support and assessment of client’s progress based on treatment goals in client’s record according to state and agency requirements within 24 hours following the billed activities.

 

Required Education/Experience:

  • Qualified Substance Abuse Prevention Professional which is defined as: a graduate of a college or university with a Master’s degree in a human service field and has one year of full-time, post-graduate degree accumulated supervised experience in substance abuse prevention;

OR

  • A graduate of a college or university with a bachelor’s degree in a human service field and has two years of full-time, post-bachelor’s degree accumulated supervised experience in substance abuse prevention;

OR

  • A graduate of a college or university with a bachelor’s degree in a field other than human services and has four years of full-time, post bachelor’s degree accumulated supervised experience in substance abuse prevention;

OR

  • A substance abuse prevention professional who is certified as a Certified Substance Abuse Prevention Consultant (CSAPC) by the North Carolina Substance Abuse Professional Practice Board and meets the above requirements as a QSAPP

This is an exciting opportunity for a self-motivated and experienced qualitative researcher to join a highly experienced research programme funded by a National Institute for Health Research (21/614 HSDR) entitled Programme of Research for Alcohol Care Teams: Impact, Value and Effectiveness (ProACTIVE). 

The ProACTIVE research consortium is seeking the appointment of two postdoctoral research fellows (one based in Hull; one based in Southampton). This position relates to the position based within the Institute for Clinical and Applied Health Research, Faculty of Health Sciences at the University of Hull. The post holder will report directly to Professor Thomas Phillips and will also work closely with the Hull Health Trials Unit (HHTU), Professor Sinclair, the University of Southampton, and other co-applicants in different centres to deliver this programme of research.

The successful candidate will support the overall implementation of the research programme and coordinate the delivery of a national survey of Alcohol Care Teams and a quasi-experimental trial across six hospital sites in England. A significant part of the role will comprise of project management, ensuring patient and public involvement (PPI) is embedded within all activities, and supervision of research assistants.  The ideal candidate will possess experience of trial management, working with large datasets (e.g. Hospital Episode Statistics (HES) Office of National Statistics (ONS), National Drug Treatment Monitoring System (NDTMS)).

The purpose of this position is to work with the Applied Prevention Science International (APSI) team to develop a classroom curriculum for high school students that addresses wellness and well-being as they encounter increasing risks of substance use and other problem behaviors.  The curriculum design is based on prevention science and the theoretical frameworks addressing the development of knowledge, skills, and competencies needed by adolescents as they progress through high school and afterwards.

​The curriculum writer will be responsible for writing the modules, lessons, and exercises that provide students the opportunity to not only learn the content, but to practice important skills including positive communication and other social interactions with peers and their teachers, critical thinking and decision-making in regard to their health and wellness, setting goals and planning for their immediate and more long-term futures, and exploring and managing their emotions as they face stress and other challenges in their school and community. 

​The curriculum will also incorporate special programming in 9th grade which will address the unique risks of transitioning into high school; and then prepare students in 11th and 12th grade for the important skills needed to transition out of high school into post-secondary life.

​There will be a science-oriented module available to grades 9-12 focusing on the pharmacology of psychoactive substances and their impact on the brain and the consequences of use.  The content will be based on material derived from the National Institute on Drug Abuse and APSI resources.

​Position Summary

​The job is a remote full-time position for 12 months, with possible options to continue.   The writer will be expected to produce about 24 lessons and related materials for 45-minute classroom sessions for 12 modules.  These are listed below.

  1. Work with the APSI team on refining plans for the curriculum, including the coverage of the modules; consideration of how they fit into school district programming and individual school schedules; how they will best be designed for the teachers, health educators, school counselors and/or prevention staff who will deliver them; and other approaches to facilitate the design, development, and delivery of the curriculum. 

  2. Participate remotely in monthly planning meetings with the team and consultants during the 9-month development period.  

  3. Develop the desired order and group the delivery of modules in 3-4 packages in concert with the team so these can be reviewed while others are being written.

  4. Overall, there will be about 9 months to complete the 12 modules with lessons and support materials for the initial pretesting with the target audience of high school students; 

  5. Then, finally modify the material for production into the demonstration field version at the end of the year.

Qualifications/Experience

  • At least 5 years of teaching high school plus an advanced degree in curriculum development and/or assessment

  • Familiarity with teaching or assessing science-based curricula at the secondary level

  • Completed curricula at the middle and high school level

  • Advisory experience in regard to district-level work with adherence to secondary school standards

Communications and Creativity in Written and Digital Form

  • Excellent writing skills in a variety of digital mass and social media 

  • Developed and wrote lesson plans for a high school program

  • Created researched based lesson plans, unit plans, and curriculum including gender specific and culturally specific programming.

  • Examples of comprehensive, standards-based curriculum developed for high schools  

  • Authorship of curricula and elective courses digitally and in print.

  • Examples of creative ability to develop imaginative exercises that deliver skills and practice opportunities for students
